Новые правила ввоза собак и кошек в Израиль.
Министерство сельского хозяйства Израиля опубликовало новые правила ввоза в страну собак и кошек. По этим правилам, в Израиль разрешается ввозить лишь животных старше 4-месячного возраста, уже получивших прививки от бешенства и ветеринарные справки из «стран исхода». Кроме того, правила запрещают ввозить в Израиль собак «опасных пород», а также метисов таких пород с другими, если эти метисы по облику и поведению напоминают запрещенную породу.

К опасным породам отнесены амстафы, бультерьеры, английские стаффордширские терьеры, питбули, ротвейлеры, аргентинские доги и некоторые другие. Согласно правилам, каждая ввозимая в Израиль собака должна быть снабжена подкожным электронным «паспортом», удостоверяющим ее соответствие требованиям закона, а также позволяющим найти ее в случае потери или кражи.

IMPORTATION OF DOGS AND CATS

The importation of pets is not permitted unless approved by the Minister of Agriculture and unless the conditions of Regulation on the Importation of Pets (Companion Animals) and Dog Semen are fulfilled.

1. Application for an Import Permit – payment of fee for importation surveillance

1. Application for Import Permit – payment of fee for importation surveillance

Application for an Import Permit for a Dog
Application for an Import Permit for a Cat

A special application form issued by the Ministry of Agriculture must be used to apply for an Import Permit. The Importer commits him/herself and confirms by the means of his/her signature on the application form to comply in every respect with all instructions given by the Minister of Agriculture and the Chief Veterinary Officer of Iceland as prerequisites for the importation and isolation.

When the Ministry has dealt with the application, the applicant will be sent a notice advising that an Import Permit has been granted. Within four weeks from the date of the notice, a verification fee (for importation surveillance) of 19,684 ISK must be paid. A copy of the receipt of payment must be sent to the Ministry of Agriculture (by fax or e-mail). The following is included in the fee:

Inspection and approval of required certificates by the Chief Veterinary Officer.
Surveillance of District Veterinarian (health examination and inspection of certificates) at the Airport of Entry.
Surveillance of District Veterinarian (health examination and inspection of certificates) at the Isolation Facility before the pet leaves the Facility.
When the fee has been paid, the applicant will be sent an Import Permit together with forms for the Certificate of Health and Origin, the originals of which a licensed veterinarian in the country of origin must complete. An Import Permit is valid for a period of up to one year from the date of issue.

2. Non-allowed importation. The following may not be imported into Iceland:

a) Pregnant bitches
b) Pregnant cats
c) Nursing bitches
d) Nursing cats
e) Pets who have undergone surgery prior to importation and who require surveillance or treatment of any kind
f) Dogs from the following breeds of dogs or mixtures thereof:
1. Pit Bull Terrier/Staffordshire Bull Terrier
2. Fila Brasileiro
3. Toso Inu
4. Dogo Argentino
5. Other dog breeds in accordance with the decision of the Minister of Agriculture, having sought comments from the Chief Veterinary Officer.
g) Mixtures of wolves and dogs

3. Four weeks’ isolation at an Isolation Facility

All dogs and cats whose imporation into Iceland has been permittet, shall remain in an Isolation Facility for a period of four weeks. After the Importer has obtained an Import Permit, s/he shall herself/himself reserve a place for the dog/cat at an Isolation Facility.

There might be a long waiting list (2-3 months) so make sure you book a space well in advance.

(NB! Importers should read and understand the requirements regarding vaccinations etc. before making reservations at an Isolation Facility, as a certain amount of time has to pass from the vaccinations until the pet is allowed to enter Iceland)

4. Certificate of Health and Origin, vaccinations, tests etc.

It is important to read over all the requirements regarding vaccinations, examinations, treatment etc. as soon as possible, as a certain amount of time has to pass from the vaccinations until the dog/cat is allowed to enter Iceland. The blank form for the Certificate of Health and Origin, issued by the Chief Veterinary Officer, is the only certificate that will be accepted. A licensed veterinarian in the country of export shall complete the Certificate of Health and Origin, which is valid for 10 days.

The following shall be attested to in a Certificate of Health and Origin

1. Country of export.

2. Breed of dog or cat.

3. Owner/Agent/Importer: Name, personal identification number, address and telephone number, as well as fax number and email address, if available.

4. Microchip: The pet shall be marked with a microchip that complies with FECAVA or ISO standards before s/he is examined for health purposes, vaccinated, has samples taken from, or is treated. The pet may be marked using a different microchip if the owner provides a reader.

5. Date of birth: The pet shall be at least five months old upon arrival in Iceland. (NB! Pets from countries with rabies cannot be younger than 7 months on arrival to Iceland)

6. Name of the pet.

7. Infectious diseases (includes 1) health examination, 2) vaccinations, 3) examinations and 4) treatment)

_ Health examination: The pet must not have shown any signs of infectious disease during a health examination conducted within the last 10 days prior to importation

_ Vaccinations:

Vaccinations against rabies – dogs and cats
Within the last 365 days prior to importation, dogs and cats arriving from countries with rabies, shall be vaccinated against rabies using killed vaccine. The pets shall be at least 12 weeks old when vaccinated. No earlier than 30 days after vaccination a blood sample shall be tested and shall show that the rabies neutralizing antibody titre was at least 0.5 IU/ml. If the titre was lower, the dog or cat may not be imported into Iceland. The blood test shall be performed at a certified laboratory within the EEA or in the US. Dogs and cats may not be imported into Iceland until 120 days have passed from the time of the first rabies vaccination. If the dog or cat has been revaccinated (i.e. given a booster vaccine) yearly and the rabies neutralizing antibody titre tested at least 0.5 IU/ml, the dog or cat may be imported as early as 30 days after the time of the last revaccination.

Countries without rabies (dogs and cats who have remained in a country without rabies 6 months prior to importation do not have to be vaccinated against rabies):

Australia
Faroe Islands
Finland
Great Britain
Hawaii
Ireland
Japan
New-Zealand
Norway (Svalbard not included)
Sweden.

Vaccinations against leptospirosis – dogs
Within the last 180 days prior to importation, dogs shall be vaccinated against leptospirosis using killed vaccine. The dogs shall be fully vaccinated against leptospirosis according to instructions from the vaccine manufacturer. Dogs may not be imported into Iceland until 30 days have passed since their last vaccination against leptospirosis.

Vaccination against canine distemper – Dogs
Within the last 730 days prior to importation, dogs shall be vaccinated against canine distemper. The dogs shall be fully vaccinated against canine distemper according to instructions from the vaccine manufacturer. Dogs may not be imported into Iceland until 30 days have passed from the time of their last vaccination against canine distemper.

1) Infectious canine hepatitis (hepatitis contagiosa canis)
2) Canine parvovirus.
Dogs shall be fully vaccinated according to instructions from the vaccine manufacturer. Dogs may not be imported into Iceland until 30 days have passed from the time of their last vaccination against canine contagious hepatitis (hepatitis contagiosa canis) and canine parvovirus.

Other vaccinations – cats
During the last 365 days prior to importation, cats shall be vaccinated with killed vaccine against the three diseases mentioned here below:
1) Feline panleucopenia
2) Feline rhinotracheitis virus
3) Feline calicivirus.
Cats shall be fully vaccinated according to instructions from the vaccine manufacturer. Cats may not be imported into Iceland until 30 days have passed from the time of their last vaccination against feline panleucopenia, feline rhinotracheitis virus and feline calicivirus.

_ Examinations

Blood examination for brucellosis – dogs
Within the last 30 days prior to importation, a blood sample shall be taken to test for Brucella canis. If the sample is positive the dog may not be imported into Iceland.

Blood examination for feline immunodeficiency virus – cats
Within the last 30 days prior to importation, a blood sample shall be taken to test for feline immunodeficiency virus. If the sample is positive the cat may not be imported into Iceland.

Blood examination for feline leukaemia virus – cats
Within the last 30 days prior to importation, a blood sample shall be taken to test for feline leukaemia virus. If the sample is positive the cat may not be imported into Iceland.

Examination for salmonella – dogs and cats
Within the last 30 days prior to importation, a faeces sample shall be taken to test for Salmonella bacteria. If the sample is positive, the animal may not be imported into Iceland unless the Chief Veterinary Officer of Iceland finds the risk acceptable

_ Treatment

Treatment for tapeworm – dogs and cats
During the last 10 days prior to importation, dogs and cats shall be treated for tapeworms (Echinococcus multilocularis and Echinococcus granulosus) with an approved veterinary medicinal product containing the active ingredient praziquantel.

Treatment for external parasites – dogs and cats
During the last 10 days prior to importation, dogs and cats shall be treated for external parasites with an approved veterinary medicinal product containing either of the active ingredients fipronil or permethrin.

Treatment for earmites – dogs and cats
In suspicion of ear mites, the dogs and cats should be treated with a product registered for the use against the disease, 10 days prior to importation.



5. Evaluation of temperament

In each individual case, the Chief Veterinary Officer of Iceland determines whether a special evaluation is required of the temperament of the dog for which an Import permit application has been submitted. Known facts about the nature of the breed of dog in question shall be taken into consideration.


6. Approval of certificates

At least five (5) days prior to the estimated arrival date of the dog/cat to Iceland, the Importer shall submit, by fax, all required Certificates:

- Import Permit
- Correctly completed and signed Certificate of Health and Origin (NB! All four pages)
- Laboratory certificate of rabies antibody titer test results, if applicable
- Certificate of evaluation of temperament, if applicable

If the Certificates are incomplete in any way, the Importer is informed as soon as possible so that s/he will have time to have the Certificates corrected. Therefore it is important to have the Importers’ correct phone number on the Certificate. The Chief Veterinary Officer notifies the Importer, the District Veterinarian and the Isolation Facility in question, of his/her comment as to the soundness of the Certificates at least three business days prior to the estimated arrival date of the dog/cat.


7. Air travel to Iceland – Airport of Entry - Travel Kennels

Dogs and cats can only be imported into Iceland through Keflavik Airport. The Importer reserves a space on an airplane for the dog/cat and provides a travel kennel for the pet to be transported in, that fulfills the following requirements:

the kennel shall be made of durable material that is easy to wash and disinfect (wooden kennels ar not allowed)
the kennel must have openings for ventilation and for the pet to be able to see outside – the pet shall not be able to put its paw or snout through the openings
the kennel shall be large enough so that the pet is able to stand up, lie down and turn around in it
The District Veterinary Officerinspects all pets at the Airport of Entry upon arrival to Iceland and ascertains that they do not have any symptoms of infectious diseases, that Import Permits, all required Certificates and a positive comment from the Chief Veterinary Officer of Iceland are on hand.

The dog/cat must be transported from the country of export to Iceland without coming in contact with other animals. If the dog/cat comes from a country without rabies, transport through a country with rabies is not permitted unless the dog/cat remains in the international zone of the airport.


8. Care of pets in Isolation Facility

On arrival at the quarantine station pets are examined by the Station veterinarian, weighed, and samples taken for testing for parasites. The veterinarian regularly follows the health of the pets and they are weighed when they leave. A file is kept on each pet with, among other things, information about its weight, how much and what type of food it has eaten, other details concerning bathing and care, administration of deworming medicine, dates of taking samples and the test results, as well as treatment of any diseases, if applicable. Before the dog/cat leaves the Isolation Facility, the District Veterinarian makes sure that all rules regarding importation and isolation were followed.

9. Cost of Importation, isolation, gathering of certificates, tests, surveillance, etc

The Importer is responsible for all costs relating to measures to prevent the spread of infectious diseases, and to the gathering of certificates, including necessary samples, surveillance and research deemed necessary by the Chief Veterinary Officer of Iceland.

Это не верно-ввозить собак с купированными хвостами и ушами можно, выставлять тоже можно с купированным хвостом, но только с медицинским свидетельством, что купирование произведено по медицинским показаниям.

А у нас вет.врач каждый год выдает такую книжечку, где расписаны условия ввоза животных в различные страны-информация ежегодно обновляется-я делала Шуре последний раз прививку и получила новую с обновлениями на 2006 год.

Друзья, у меня наконец-то появилась возможность завести пуделя. Стандартного, абрикосового пуделя - мечту детства. В России я на эту собаку не решилась, у меня взрослый Берн, который через шесть месяцев приедет ко мне в Англию.

Про пуделя - очень не хочется покупать щенка здесь, я бы хотела из России. Смущают правила ввоза - своего оформляла долго, плюс ждать 6 месяцев с даты готовности теста на антитела к бешенству. Как ввозить щенка? Кто-нибудь отправлял/ввозил малышей еще без прививки от бешенства? Я в полном замешательстве...

Без прививки от бешенства вам не разрешат ввезти щенка, каким бы он малышом ни был! Не вздумайте! Или завернут назад или посадят в карантин на 6 мес, за ваш счёт есно. Что там вы получите через 6 мес? Неизвестно.....
Вы же должны были детально изучить правила ввоза к вам собак, пока оформляли своего берна! Там всё указано пошагово, как и что делать, не понимаю, зачем вы спрашиваете в форуме про ввоз малышей без прививок?....
Неужели вы думаете что кто-то знает про правила ввоза в Англию больше, чем смогли узнать вы? :)

Вы уверены что ждать 6 мес нужно с даты готовности теста на антитела? В японию можно ввозить смустя 6 мес после прививки, а не результата теста. Только заявку на ввоз нужно делать за 45 дней :) Быстрее - не пустят, даже при наличии выполненых всех остальных условий.
